Kansas CDBG Urgent Need for Disasters Grant Program

Description
This program helps communities address an urgent need resulting from a sudden and severe natural or other disaster where no other financial resources are available." "The Urgent Need Grant Program provides funding to help local governments address severe, unforeseen conditions that pose an immediate threat to public health or welfare and have occurred within the past six months." "Applicants must document the emergency, show all other funding options have been exhausted, and ensure activities meet federal eligibility guidelines." "The scope of the Urgent Need project must focus solely on the immediate threat." "Long-term solutions must be pursued through regular CDBG funding grants or other sources.
Requirements
  • "Only cities and counties (units of local government) can apply for CDBG funds."
  • Applicants must address conditions that "pose an immediate threat to public health or welfare" and "have occurred within the past six months."
  • "Applicants must document the emergency" and "show all other funding options have been exhausted."
  • Activities must meet federal eligibility rules: "All CDBG projects must meet a national objective and involve an eligible activity under the Housing and Community Development Act of 1974."
  • For this program, projects must meet the Urgent Need objective: "All activities proposed...must meet the Urgent Need national requirement to be eligible."
  • Selection criteria documentation must show: "Address an immediate threat"; "Are of recent origin" ("within the past 6 months"); "Are certified as an urgent need" ("certified by a state agency"); and "Demonstrate lack of available funding" (no other sources available).
  • Environmental review is required: "Yes, all CDBG-funded projects are federally required to have an environmental review" and the Environmental Determination of Level of Review form must be submitted with the application.
  • Matching funds: "The applicant is responsible for paying the cost of the Environmental Review, which will count as the match for the application."
  • Public hearing required before applying: "Before submitting an application, the local government must hold a public hearing" and publish notice "at least 5 FULL days in advance"; the shortened comment period is "5 full days."
  • Entitlement communities not eligible for the State CDBG program: "Kansas City, Lawrence, Leavenworth, Manhattan, Overland Park, Topeka, Wichita, and all of Johnson County."

Submit the city or county’s application through the Kansas Department of Commerce CDBG grants portal. Applications are reviewed as soon as possible; if awarded, the state contract is executed within 30 days of the award notice and construction must begin within 60 days.
